XX Meeting of COM/CITEL will be held in San Jose, Costa Rica from December 3 to 5, 2008

II Meeting of Permanent Consultative Committee:
I of CITEL. February 20-24, 1995,
Tegucigalpa, Honduras

The Summit of the Americas directed CITEL to:

  1. evaluate various means to promote liberalization, common standards, interoperability of networks and the compatible use of the radio spectrum;
  2. promote greater consistency in the certification processes for telecommunications equipment;
  3. develop regional guidelines for the provision of international value-added services; and
  4. to coordinate the holding of a conference in 1996 of senior telecommunications officials to discuss further the decisions of the Summit.

The second meeting of PCC.I was held in Tegucigalpa, Honduras from 20-24 February 1995 with 21 Member Countries present, two of the Permanent Observers represented, four international organizations participating. More than 90 people were in attendance.

Being the first meeting of PCC.I after the Summit of the Americas, responding to the Action Plan of the Summit was the underlying theme of the meeting. As a consequence, there were a number of new initiatives put into motion. The following working groups now exist in PCC.I to address the program of activities decided upon in Miami:

  1. Network Modernization,
  2. Basic and Universal Services,
  3. Standards Coordination,
  4. Human Resource Development,
  5. Alternative Calling Procedures,
  6. Equipment Certification Procedures,
  7. International Value Added Services, and
  8. Legal Matters in Telecommunications.

The meeting also noted and welcomed the presence and participation of Associate Members from seven Member countries. The Associate Members are beginning to take an active role in CITEL activities. The Associate Members are beginning to assume leadership roles in PCC.I activities including the Vice-Chairmanship of the Consultative Committee and as Vice-Chairman of a number of the working groups also. The meeting also was witness to proposals for the work of the PCC submitted by the Associate Members.

A seminar on the evolution of telecommunication networks was conducted and produced a number of papers that were considered in the definition of the terms of reference for the network modernization working group.

It was decided that starting in 1996, more time will be dedicated to the activities of the working groups and that there will only be one meeting of the PCC in any given year. This will allow the Members and Associate Members to concentrate more of their efforts and resources towards achieving the specific goals that have been established by the Summit of the Americas.

The next meeting of PCC.I is scheduled for 5-8 September 1995 at the OAS Headquarters in Washington, D.C.
