XX Meeting of COM/CITEL will be held in San Jose, Costa Rica from December 3 to 5, 2008 |
The third meeting of PCC.III took place in Mexico City from 21-25 August 1995. In attendance were 12 Member Countries, 2 Official Observers, 21 Associate Members, and 4 International Organizations. Altogether, there were 137 registered participants.
Included in the schedule of activities were four days of meetings and a one day seminar which was an opportunity for the major Mobile Satellite Service (MSS) providers in the Americas to inform the Member countries on the definition and regulatory implications of the MSS. The regulatory implications of the introduction of the MSS is perhaps one of the most important issues facing countries worldwide and as a result the seminar generated much interest and discussion. It was one of the most successful seminars put on by CITEL and has stimulated the Associate Members to compete for the opportunity to organize a seminar for the Fourth meeting of PCC.III in March 1996.
Preparations for the ITU 1995 World Radiocommunication Conference (WRC-95) were prominent of the PCC.III agenda because of the proximity of the Conference (mid-October) where frequency allocations for the MSS will be debated. The preparatory efforts in CITEL have been focused on seeking common views which CITEL Member countries could support at the conference and building a general atmosphere of cooperation among members. Such cooperation is essential if the telecommunication sector is to support the overall objectives established by the heads of State at the Miami Summit in 1994.
PCC.III did arrive at an agreement to set aside the frequency band 1850-1990 MHZ for utilization by the personal communication services(PCS). This was a first for CITEL and is a significant step in the development of this service which will affect all people in the 21st century.
In addition to WRC-95, PCC.III also addressed the agendas for the WRC-97 and WRC-99. The ITU has scheduled a radio conference every two years which necessitates that the conference preparatory activities be kept in the forefront of the PCC.III activities. One of the principle objectives of PCC.III is to improve the conference preparatory activities so the CITEL members can be assured of a stronger voice in the world forum.
Other topics that were address at the meeting included the future of the Legal working group, adoption of a procedure to follow in the adoption of common proposals for a conference of the ITU, the need to encourage members to ratify the new convention covering the Amateur Radio Operator's Permit, and better coordination with PCC.I regarding standards coordination, and the equipment certification processes. It is significant that as CITEL gets organized to support the objectives of the Miami Summit, it brings along with it as a side benefit, a more cohesive CITEL organization.
The General Secretariat of the OAS, through the Department of Fellowships, CITEL and the governments of Mexico, Paraguay and Suriname, offer telecommunications course organized by the training centers in these countries.
The General Secretariat of the Organization of American States and the Executive Secretariat of the Inter-American Telecommunication Commission, CITEL, have announced the offerings of fellowships for the following courses for 1995:
The OAS/CITEL will provide return airline tickets from the place of residency of the fellowship holder to the place where the course is given, registration fee, fellowship fees; living expenses; and in-country transportation.
Candidates must be citizens or residents of an OAS member State, holders of a degree in electronic engineering or technician specialists with ample knowledge of digital engineering with a major in the telecommunication fields.
Candidates will be requested to contact the OAS General Secretariat of the country of residency to solicit the forms and necessary instructions.
The institutions interested in nominating candidates should be reminded that the courses have respective datelines for the acceptance of application forms which are to be submitted to the OAS, Department of Fellowships, 1889 F St., N.W., Floor 2, Washington, DC 20006, USA.
The Fellowships Department of the OAS has been in joint collaboration with CITEL in the successful development of the aforementioned courses. CITEL acknowledges the OAS Fellowship Department's efficient cooperation, comments and direction and hopes that these courses will reinforce the objective of enhancing the professional level of the telecommunications sector.

COM/CITEL will be finalizing the agenda of the Meeting of "Senior Telecommunications Officials" mandated by the 1994 Summit of the Americas. This meeting will set the stage on how the telecommunications sector will be supporting the objectives and goals established by the heads of State at the Miami Summit.
