XX Meeting of COM/CITEL will be held in San Jose, Costa Rica from December 3 to 5, 2008

April 1997

Seminar on Local Multipoint Distribution / Communication Systems

This Seminar was held on April 7, 1997, and it allowed participants to analyze not only the alternatives that will be offered by this technology related to cost, frequency bands, coexistence with other services and available services, but also its implementation and operation.

There were presentations from the governments and the associate members and the issues considered were:

LMCS in Broadband Access Networks, Multipoint Systems - Multipoint Expands Today's Capabilities into tomorrow`s Opportunities, Usage of the Band 25.25-27.5 Ghz by NASA and other Space Agencies and Potential Sharing Issues, Spectrum Allocations for LMDS and broadband Fixed Satellite Service in the 30-20 Ghz Bands, Regulatory framework for LMDS in the United States, A wireless Broadband Distribution Alternative to existing Local Coaxial/Fibre Networks.

VII Meeting of PCC.III: Radiocommunications

The Seventh Meeting of the Permanent Consultative Committee III: Radiocommunications was held in Cartagena de Indias, Colombia, April 7 to 11, 1997.

This meeting had an excellent attendance not only from the government but also from the private sector, reaching a total of 110 participants of 14 countries, 110 representatives of associate members and 6 representatives of permanent observer missions and international organizations.

New Chairmanship of PCC.III

During this meeting Ms. Salma Jalife from Mexico began chairing the Committee who substitutes Mr. Luis Manuel Brown who with a deep professionalism and sense of cooperation directed PCC.III during the difficult time of revitalization of CITEL. Mr. Brown was a fundamental instrument to promote the participation of the private sector in the activities of PCC.III in particular and CITEL in general.

All the participants unanimously decided to express its deepest appreciation to the Government of Mexico for Mr. Brown`s contributions in benefit of the whole region and gave the welcome to the new chairperson wishing that in the future this Committee would continue with the same dynamic required.

Issues Considered

Among the decisions approved we bring out the establishment of an action plan in relation to the development of a regional data base on the use of frequencies. Deadlines were established to submit the information, the up limit of the range of frequencies was expanded from 2500 to 3700 Mhz and the basic procedures to put the information in electronic form were defined.

Taking into account the importance of the Fixed Wireless Access Systems (FWA) it was decided to establish a rapporteur's group to prepare a report on bandwidth and capacity requirements and in general caracteristics of the system to support the different services that could be offered.

Recognizing the strength that results from submitting common proposals by the member states of CITEL in international fora, CITEL continued with the preparation of the World Radiocommunications Conference of the ITU for 1997.

This meeting, also, urged to continue studing the Memorandum of Understanding for regulating the GMPCS.

VIII Meeting of PCC.III: Radiocommunications

This meeting will take place in Brasilia, Brazil, June 16-20, 1997 and among the main issues to be considered is to end the preparations for the World Radiocommunications Conference of the ITU to be held in Geneva, 1997.

At this meeting there will be a follow-up of the works of the Working Groups on Terrestrial Mobile Communications and on the quantification of incompatibility issues between FWA and PCS in the band 1850-1990 MHz.

Meeting of the Pacific Telecommunications Council

This meeting took place from January 14 to 18, 1996 and representing CITEL attended the Executive Secretary. Among the issues considered was the coordination with other subregional organizations one of the major challenges facing CITEL t the present time. It has been recognized for some time now that for CITEL an ongoing program to bring into the main stream of its activities the subregional organizations and the ITU. During the PTC Meeting CITEL had the opportunity to exchange information regarding the major projects of its program of activities with 12 subregional organizations and to explore ways in which the various organizations could develop mutually beneficial ways to cooperate and interact.

CI-17 Questionnaire on VSAT

It was requested to send the answer before February 28, 1997.

CI-97 Questionnaire on Administrative Procedures of the Working Group on Legal Matters and Administrative Procedures.

An answer is requested with the sufficient time so as to prepare a preliminary report for the Meeting of the Working Group August 14-15, 1997.

CI-104 Development of a regional data base in coordination with the Regional Office of the ITU.


Procedures were established to have access to the information and also deadlines to furnish the data:

Support for Activities associated to the Ad Hoc Working Group on Structure and Functioning of CITEL, Ad Hoc Working Group on preparations for the World Development Conference of Telecommunications of the ITU, Temporary Working Group to prepare for the 1998 ITU Plenipotentiary Conference.

We ask for support for the preparations of the above mentioned Working Groups.
