XX Meeting of COM/CITEL will be held in San Jose, Costa Rica from December 3 to 5, 2008 |
Asuncion, Paraguay
The Working Group on Standards Coordination (WGSC), the Ad Hoc Group on Value Added Services and the Ad Hoc Working Group on Accounting Rates of International Telephony met on 28 July-1 August 1997 in Asunción.
The WGSC subgroups dealing with signaling system 7, mobile services and Intelligent networks reviewed the
Standards Coordination Documents of the WGSC in preparation for the publication of these documents. These documents represent the agreements reached in CITEL on the implementation of Integrated System Digital on Network (ISDN), Signalling System 7 (SS7), Personal Communication Service (PCS) and Intelligent Network Technologies. The working group also had a briefing anddiscussion covering the latest information available on the Memorandum of Understanding (MOU) on the Global implementation of hand held satellite terminal equipment. Preparations were also discussed on the Interconnection Seminar to be held in Brazil in October as part of the PCC.I meeting.
The Ad Hoc Group on Value Added Services has now focused its activities on the implementation of the Guidelines previously adopted. A draft of a formal agreement was prepared and sent to PCC.I which will consider its adoption at the October meeting. If approved in October, this agreement will be a significant step forward for CITEL.
The Ad Hoc Working Group on Accounting Rates of International Telephony met and considered various alternatives to the present system of accounting rates for international telephony. As expected, this topic generated a lot of discussion. The group decided to accept an invitation by The Bahamas to hold its fourth meeting in August for the purpose of preparing specific proposals for the consideration of PCC.I in October. It was decided that at least one alternative to the present accounting rates system would be presented in October.

The III Meeting of the Joint Working Group on Legal Matters and Administrative Procedures of PCC.I, II and III met at the OAS Headquarters on 13-14 August to review the significant progress made on the Administrative Procedures Project and to consider other future activities. The meeting examined the detailed outline of the report being prepared which will eventually identify the differences in the administrative procedures employed in member countries. At present, there are 12 chapters being proposed and an expanded outline on each chapter was presented. A working paper was distributed which was in fact, the initial compilation of contributions on the 12 chapters which were prepared by various authors. This initial compilation of the report was approximately 70 pages and incomplete. Much work still remains to be accomplished.
The meeting also decided to organize a seminar covering Legal and Regulatory Matters in telecommunications to be as part of its next meeting. In addition, the group is looking into the possibility of initiating long term training in the legal and regulatory area of telecommunications.
The secretariat also reported that 10 countries had responded to the questionnaire sent out last year and was then encouraged to send a reminder to those who had not responded.
The ad hoc group dealing with functioning and structure of CITEL met on 13 August and considered what could be accomplished prior to COM/CITEL in December.
The first meeting of the Working Group on the Structure and Functioning in preparation for the 1998 CITEL Assembly met on 13 August 1997 and came to the conclusion that more time was needed to complete the assigned work and the chair would inform COM/CITEL of this decision. The countries were requested to contribute to the work of the group. Likewise, the draft revision and rearrangement of the regulations was tabled for the first time and the group noted the need of members to have sufficient time to review the proposals. This was another reason for deciding to request additional time for the ad group to complete its assigned tasks. The group also discussed the how the image of CITEL can be improved and a small group was established to prepare proposals on the topic to be considered in December at the COM/CITEL meeting.
The CITEL Steering Committee met on 12 August and had a series of lively discussions on the topics included on the agenda. The key points were as follows:
In the future, with the modifications to its terms of reference, the steering committee be will taking a stronger role in the overview of all CITEL activities.
Nassau, The Bahamas
On the 29 - 30 of August, 1997 the Permanent Consultative Committee I: Public Telecommunication Services (PCC.I) of Working Group of Accounting Rates met at Nassau, The Bahamas for the third time this year.
The goals of the group were directed to advance data, studies, and analysis of relevant country experiences, impacts on the carriers and the private sector, to develop the applications of international criteria emerging from studies at the International Telecommunication Union (ITU) and to propose models for examining and determining the accounting rates.
During the meeting the proposal of the Federal Communication Commission (FCC), as per order of August 7, which utilizes the benchmark approach was analyzed and discussed with the participation of a representative of the FCC.
The meeting had the opportunity to discuss the presentations from the following countries/organizations:
FCC, AT&T, TELINTAR (Argentina), SURINAME, TSTT (Trinidad and Tobago), THE BAHAMAS, TRINIDAD AND TOBAGO, CABLE AND WIRELESS, ITU, CTU, and TAL GROUP OF THE ITU.
The meeting also noted the approach for a "Call Termination Fee" presented by Trinidad and Tobago.
The Chairman of the Working Group will circulate to the member States and to the Carriers for their comments a draft report containing the specific proposal that will be presented to the next PCC.I meeting to be hold in Brazil on October 13-17, 1997.
Isla Margarita, Venezuela
The Ad Hoc Working Group in charged with the Preparation for the World Telecommunications Development Conference held its first meeting at Isla Margarita, Venezuela on September 1, 1997.
The discussions carried out during the meeting focused particularly on the seven priority issues identified by COM/CITEL on the occasion of the establishment of the Working Group. Four other issues, based on contributions presented during the meeting, were also considered.
The following are the issues considered by the meeting:
The Working Group prepared a draft report proposing the course of action to be taken regarding each of the above mentioned items. This report will be presented to the next COM/CITEL meeting in December for the approval of the final version of the report to be submitted to the Conference.
Following the Working Group meeting the ITU held its Regional Preparatory Meeting for the Conference and took the Working Group draft report as an input document to assist in the deliberations.
The ITU report will also be presented to the next COM/CITEL meeting for consideration.
Foz do Iguaçu, Brazil
The Permanent Consultative Committee I met in Foz do Iguaçu, Brazil on 13-17 October with Member Countries, 25 Associate Members, the CTU, AHCIET, and France were present. In addition to conducting the meeting of the working group, PCC.I also sponsored a seminar on the implications of Interconnection.
The Standards Coordination Group finalized a review of their CSDs prior to publication. The Value Added Services Group continued its work on preparation of a draft Convention covering the implementation of these services in the Americas. In addition, they have forwarded their draft Convention to the Legal office of the WTO for their review and comments. The Ad Hoc group on Accounting Rates prepared a list of principles for the consideration of members as they look over possible alternatives to the present accounting rate system. Also, a number of the countries present, draft a resolution and requested theExecutive Secretary sent it to the ITU for consideration of Study Group 3 if the ITU-T, and finally, PCC.I extended the life of the Ad Hoc group so that they may continue their work.
The meeting decided that to hold a series of seminars in place of what would normally be the first meeting of PCC.I in 1998. In making this decision, the meeting took into consideration a number of factors:
Holding the seminars place of the regular meeting also allows for the budgeted resources to be utilized for the support of the seminars. As a result of the decision taken at Foz do Iguaçu, there will be in April of 1998 a "CITEL/PCC.I TELECOMMUNICATIONS FORUM" sponsored by the following working groups: Equipment Certification Process, Network Modernization, Standards Coordination (Telecom Network Management & Intelligent Networks), the GII, and Basic and Universal Services.
