Benefits: The OAS/AICD Scholarships and Training Program covers economy class, round trip airfare transportation from point of residence to study site.  USTTI will cover registration fee, administrative fee, tuition and study materials. The student selected will be responsible of paying hotel and per diem costs.   Once that he/she will be available to take the course.  The candidate should then provide the USTTI with the confirmed flight itinerary from his/her home country to Washington, DC.   In the event that a candidate accepts the fellowship but cannot take the course, for whatever reason, he/she must immediately advise OAS/CITEL and USTTI so that they can decide what action to take

General Information:

The Secretariat of the Inter-American Telecommunication Commission (CITEL), is offering fellowships for a training seminar on “Regulatory and Privatization Issues in Telecommunications (Course M3-211)”. This course is offered by the U.S. Federal Communications Commission (FCC) and USTTI Board member corporations under the auspices of the United States Telecommunications Training Institute (USTTI), Regional Training Center of CITEL.

6) Preliminary General Objectives: The objectives of the course are:  (1) to understand the changing regulatory philosophy of the United States as we participate in the dynamic worldwide telecommunications environment, including development of the necessary considerations that need to be given in responding to those changes; (2) to develop, with high-level regulatory managers from developing nations, methods of grappling with privatization and other related deregulatory issues in managing their organizations in an effective, efficient market-driven manner.

Preliminary Specific Objectives

This course, taught by Federal Communications Commission (FCC) Bureau-level policy managers, offers executive level telecommunications policy personnel a broad overview of telecommunications policy-making considerations in a dynamic and competitive environment.  With the rapidly changing regulatory environment predominant in so many countries, regulatory bodies are confronted with new challenges as they attempt to assimilate modern telecommunications technology.

The course describes the U.S. regulatory structure including the legislative authority, the FCC organizational structure and an outline of the regulatory philosophy affecting the major services.  The changing regulatory structure which reflects current technologic developments, and influences the need for competition and privatization, as mandated by the Telecommunications Act of 1996, is presented.  Discussion of the FCC decision-making process, a site visit to the Washington, DC headquarters of the Intelsat Global Service Corporation, and a roundtable discussion concerning the changing global telecommunication environment, with class members, government, and industry representatives as participants, will be included to enhance the learning process. 

Topic Outline:

7) Requirements:

a. Be a citizen or permanent resident of one of the Member States of the English Caribbean (residents must send copy of visa).

b. Participant profile: Senior level officials from regulatory agencies, operating companies, government ministries or communications secretariats that are responsible for strategic planning and/or communications policy determination.

c. Have five (5) years of professional experience

d. Fluency in English (if not the mother tongue, attested by supervisor in the supporting letter);

e. Medical certificate

f. Present complete application by deadline established by the National Liaison Office (ONE). It is the responsibility of the candidate to find out the date established by the ONE in his/her country of residence.

Once he/she has been selected, the candidate should accept the fellowship and confirm with OAS/CITEL and USTTI that he/she will be available to take the course.  The candidate should then provide the USTTI with the confirmed flight itinerary from his/her home country to Washington, DC.

In the event that a candidate accepts the fellowship but cannot take the course, for whatever reason, he/she must immediately advise OAS/CITEL and USTTI so that they can decide what action to take.

9) Certification: Both the USTTI and the FCC will present the participants with a certificate upon their successful completion of the course.

10) Presentation of Candidates: First, applicants should fill in and send via Internet the Preliminary On-line Application for Professional Development Courses available at the Educational Portal of the Americas www.educoas.org Then they should attach the confirmation e-mail they will receive upon submitting the online application to the official forms and present them to the National Liaison Offices (ONEs) established by the government of each country. This requirement is mandatory.

The ONEs will then forward the complete applications to the Inter-American Agency for Cooperation and Development, 1889 F Street, N. W., Washington, D. C. 20006, USA, before the deadline for presentation of applications indicated in this notification.  The official forms are available in the “Application Forms” item of the Educational Portal or through the OAS Offices in Member States. Inquiries regarding the presentation of applications may be sent to portal@iacd.oas.org


[1]The deadline for presentation of applications to the National Liaison Office (ONE) differs from country to country and should therefore be confirmed with the relevant ONE in the applicant's country of origin. ONEs are requested to submit application forms to the Inter-American Agency for Cooperation and Development in Washington, DC., by the deadline specified in the course announcement or in the revised communication.
