The Secretariat of the Inter-American Telecommunication Commission (CITEL), in conjunction with the Interamerican Agency for Cooperation and Development of the Organization of American States, is offering fellowships for a distance-education course on: "Regulating New IP Services and Applications". This course is offered by the International Telecommunication Union (ITU) Center of Excellence for the Region of the Americas over the over the Excellence Network Node and CITEL Regional Training Center of Peru's National Telecommunications Research and Training Institute (INICTEL).

2) Starting and ending date: Applicants shall specify, on their application forms, their chosen session for the course. However, if the numbers for the first session are filled during the selection process, candidates will automatically be considered for the second session.

In light of our experience of applications for the first distance education course held in 2002, we kindly request that applicants follow the recommendations below:
Fellowship applications are to be submitted through the official channels indicated in the announcement.
Note that often National Liaison Offices (ONEs) have deadline dates that may be up to one month earlier than the OAS deadline. Contact the ONE as soon as possible to ascertain the ONE deadline and to verify the required procedures. Such procedures are generally not complicated, but they do need to be completed by the deadlines established.
Complete the entire OAS Form 98 as carefully as possible. Selection will be made on the basis of this information. If information is missing, the application may be rejected.
Where there is a choice of dates for courses, clearly indicate on your application the session in which you are interested in participating. This does not necessarily mean that we will be able to assign you to this session. However, if no indication is made, the Selection Committee will choose for you.
Indicate clearly on the form a fax number and e-mail address where you can be contacted and advised of the selection results.
6) General Objectives: The goal of the course is to help harmonize concepts and terminology relating to the regulation of new IP services and applications by the region’s agencies. By the end of the course, participants will understand telecommunications policies and recent trends in regulation, and they will be equipped with technical and regulatory tools for developing or enforcing telecommunications policies.

Methodology:
The
distance-learning course will take place over a period of ten weeks and will
be taught over the ITU’s e-learning
platform. The tutors will attend to the participants on a weekly basis, while
the participants will access the Web to: a) have access to the course
sessions; b) read the support materials; c) download assigned exercises and/or
activities; d) complete or continue with weekly activities or exercises, and
e) upload their answers, so the tutors can study them, assess them, and offer
any clarifications required. In addition, each week the tutors will send the
group a consolidated analysis of their answers, together with any individual
clarifications or explanations that may be necessary. The evaluation process
will be based on on-line over-the-Internet exams and ongoing assignments
dealing with the modules.
9) Requirements:
Be a citizen or permanent resident of one of the OAS member States, except Peru, as this is the host country (residents must send copy of valid visa)
Participant profile: Managers, directors, division heads, and professionals from regulatory agencies, operating companies, and equipment suppliers with proven experience in strategic planning, network planning, and/or regulatory issues.
Candidates must have at least three years’ experience in the sector.
Participants must have access to computers and an Internet connection, subject to the following technical specifications:
Computer: Must be able to use the latest browsers. A 486 (or its equivalent on Apple or Unix) with at least 32 Mbytes of RAM is recommended.
Internet Access: Candidates must have access to the Internet from their home or workplace. The minimum acceptable modem speed is 28.8 kbps.
Browser: The choice of browser is very important. The e-learning platform requires a browser that can run Java and JavaScript. That option must be enabled in your browser. For best results use either Netscape 3.0, 4.0 or Internet Explorer 4.0. Office Software: In order to access and view course contents you must have installed in the computer the following applications: WinWord viewer http://support.microsoft.com/default.asp and Adobe Reader http://www.adobe.com/support/downloads
Good command of either English or Spanish, with proficiency certificate in the case of non-native speakers.
Since this is a distance-education course, no medical certificate is required.

10) Benefits: CITEL/OEA will provide full tuition costs ($200.00) for enrollment in the course for selected fellows. The candidates will be selected and divided up between the dates in which the course is to be imparted.
11) Certification: CITEL/OEA and the ITU Center of Excellence for the Americas Region will present the participants with a certificate on their successful completion of the course.
12) Presentation of Candidates: Applications shall be made using OAS Form 98 (Fellowship Application Form), including all necessary documentation, and shall be sent to the Inter-American Agency for Cooperation and Development, 1889 F Street, N.W., Washington, D.C. 20006, USA, only through the official channels set up by each country’s government (National Liaison Agencies).
