Mandate:

Study and recommend strategies and best practices to detect and reduce fraud in the area of telecommunications.

Terms of Reference:

1. Study the different methods of perpetrating fraud and unauthorized accesses to the networks used in the provision of telecommunication services.
2. Define strategies and best practices to increase network security in order to minimize the impact of fraud and unauthorized accesses.
3. Promote dialogue and regional exchange of information on fraud in telecommunications and unauthorized accesses.
