Timely Implementation of ITU GMPCS Arrangements

The Tenth Permanent Consultative Committee III: Radiocommunications,

CONSIDERING:

the conclusion of the first World Telecommunication Policy Forum (1996) on Global Mobile Personal Communications by Satellite (GMPCS) and the related Memorandum of Understanding;
that Implementation Arrangements have been developed since the Forum which are intended to facilitate type approval and the circulation of GMPCS terminals across national borders;
the Recommendation recently adopted by the World Telecommunication Development Conference (WTDC-98) concerning "The Timely Implementation of GMPCS";
the Resolution concerning "Role of the ITU Secretary -General in the Implementation of he GMPCS-MOU Arrangements" which was adopted by the ITU Council at its meeting in May 1998;
that the ITU Secretary-General is currently carrying out his role as the Depository of these Arrangements and in this role will invite Administrations to participate in the Arrangements;
that the Administrations of CITEL will benefit from the early implementation of GMPCS services in all countries;

RECOMMENDS:

That CITEL Administrations implement the GMPCS Arrangement, and, where necessary adopt national licensing procedures or regulations, to introduce GMPCS services and associated terminals as early as possible.
