CITEL is guided by a set of main documents that provide guidelines on the objectives, priorities, methods and activities of the organization. Also, it is guided by the precise mandates of the Heads of State and Government through the Summits of the Americas. In addition it receives indications from the Permanent Council and the General Assembly of the OAS.
