The III Meeting of Permanent Consultative Committee
II: “Radiocommunications” held from July 19-22, 2004, resolved to
establish a Rapporteur Group to address the issue of electromagnetic
non-ionizing emissions, approved by Resolution PCC.II/RES. 17 (III-04)
“Establishment of a Rapporteur Group on the Technical and Regulatory
Aspects related to the effects of Electromagnetic Non-Ionizing
Emissions”.
The aim of having a Rapporteur Group for addressing
this issue is that of contributing to the interest and development of
a regulation on this subject, so that the Administrations of the
Americas can have scientific information to develop its own
regulations and to communicate the adequate information to the
population regarding the potential effects of non-ionizing emissions
and in particular, of proliferation of antennas.
Within this scope, during the IV Meeting of
Permanent Consultative Committee II: Radiocommunications (Buenos
Aires, from December 6-9, 2004), the Rapporteur submitted an Executive
Summary (PCC.II-RADIO/doc. 543/04) including the information gathered
about the progress and available regulations in the following
countries: Argentina, Bolivia, Brazil, Canada, Chile, Colombia,
Ecuador, United States of America, Guatemala, Mexico, Panama,
Paraguay, Peru, Venezuela and Uruguay, and also information from the
World Health Organization (WHO) and the International
Telecommunication Union (ITU) related to this issue.
Lastly and along this line of work, the Rapporteur
Group will continue analyzing the information of the countries not yet
included, and the information from other organizations in charge of
studying this issue, such as the International Commission on
Non-Ionizing Radiation Protection (ICNIRP), the MMF
(Mobile Manufacturers Forum), the IEEE and the IEC (International
Electrotechnical Commission) will be incorporated into the
document.
