During the VI meeting of the PCC.II celebrated in
Costa Rica from the 20th through the 25th of October of 2005, the
administration of the Dominican Republic presented the contribution
document P2!R-0862_e describing the steps that the country is taking
towards the implementation of digital television.
Through Resolution No. 003-06, dated January 12th,
2006, the Directive Council of the Dominican Institute of
Telecommunications (INDOTEL) created the “Interinstitutional Committee
for the Transition from Analog Television Broadcasting to Digital in
the Dominican Republic”. Within 180 days of its creation, this
Committee must present its recommendation to the Directive Council of
the INDOTEL with regards to the standard that should be adopted by the
country.
This Committee is composed of two (2) Members of
the Directive Council and the directors of three (3) offices of the
INDOTEL, two (2) representatives of the television sector - UHF and
VHF, respectively, a (1) representative from the consumer sector, a
(1) representative from the mass media of the Dominican Republic, a
(1) representative of the Cable TV sector, and a (1) representative of
the Society of Telecommunications Professionals. The main objectives
of the committee are:
a) to Carry out a feasibility study for the future
use of the digital terrestrial television systems (DTT), including
within this denomination high definition television systems (HDTV);
b) to Devise a Tentative Plan for the Distribution
of Channels in the VHF and UHF bands, as a function of the technical
characteristics of the new systems, predicting the operational
interoperability between these and the systems in existence until the
final switch to the DTT systems;
c) to Perform an analysis of the economic
implications that the application of the new digital technologies can
have on the population in general, particularly with regards to the
supply and costs of domestic receivers;
d) to Devise and to propose the project of
Regulatory and Technical Norms of Application for the digital
terrestrial television systems, including a timetable for its
implementation, as well as the recommend standard to be adopted in the
Dominican Republic;
e) to Propose the necessary measures that will
allow the launch of digital terrestrial television test systems, as a
space for testing the new systems;
f) to Carry out the necessary meetings with all the
sectors involved, directly or indirectly with the television
broadcasting sector in order to guarantee a smooth transition, mainly
for the users of said services;
g) to Carry out all the necessary studies needed to
determine the advantages and disadvantages of each one of the existing
digital systems and, in such virtue, present its recommendation to the
Executive Council of the INDOTEL.
Finally, this committee must complete its tasks by
the 10th of July, 2006, as mandated by the Directive Council of the
INDOTEL. The next step shall be to present to the public, as
consultation, the regulation framework for digital television and its
final approval by the Presidency of the Dominican Republic, since the
adoption of a standard represents a direct socioeconomic impact to the
Dominican people.
