first session on November 5, 2006, at 7:00 p.m. (Vega Conference

remind you that, at the PP-06 discussion group of CITEL’s online
electronic forum, updated information is being made available to
prepare for the 2006 Plenipotentiary Conference, including proposals
that the region’s Administrations are sending to the Conference, and
that CITEL is being requested to disseminate.

Information and Communication
Technologies (ICTs) are the central nervous system of the Twenty-First
Century economy. The most valuable commodity in this economy has
become information, and the economics of networks applies to almost
all information products and services. Information can be consumed by
more than one person. Most importantly, the total social value of
information increases as it is shared with more consumers. Consumers
of computers and software applications, wireless devices, faxes, TV,
and Internet services all have more valuable products as the use of
the products by others increases. Whether we call this an "information
society", the “network age”, or a "knowledge economy," the implication
is the same. Network economics accounts for an increasingly larger
share of the economy and is the driving force behind much of the
innovation and technological change.

Tele-health

To understand the true meaning of “tele-health,” we must take an
approach both realistic and idealistic, and also refer to the
definition of experts, which is that telehealth is a compound term
that includes activities related to health, services, and methods,
which are carried out at a distance with the help of information and
communications technology (Experts group of the WHO, Geneva, 1997).
The objective is to improve public health, control disease and medical
care, and education, management, and research in the health area.

fact, the majority of telephone service operators have already made
their first investments in Voice over IP services, mainly for

Anatel regula el control de los activos
de los licenciatarios de telefonía fija revertible |

The
Regulations on Control of Revertible Assets, approved by the National
Telecommunication Agency (Anatel) and published in yesterday’s
Diário Oficial da União, contain provisions pertaining to assets
essential to the continuity of telecommunication service provision
under the Public Fixed Switched Telephony Licensee (STFC) system. Assets
so classified must be returned to state control in case of
intervention with the provider and to the possession of the Union if
the license expires or is rescinded. (ANATEL,

Chile:
Government Begins Effort to Modernize Telecommunication
Market Regulations |

The
Ministry of Transportation and Telecommunications (MTT), through the
Under Secretariat for Telecommunications, has presented a Report on
Removal of Obstacles to Telecommunication Development in the Short
Term, with the aim of promoting industry and spurring sector
development. "We are simplifying sector regulations to promote
competition, facilitate the entry of new players, and prepare
ourselves for convergence," Minister Sergio Espejo noted.

Sergio Espejo, Minister of Transportation and Telecommunications,
together with Mr. Pedro Bello, Assistant Secretary for
Telecommunications, today opened the first Digital Television Seminar,
organized by the Government, where international representatives gave
presentations on the available standards (ATSC, DVB, ISDB) and in
which participated the main players of Chile’s telecommunication

Decree on Convergence. The deadline for receipt of comments will be

Deadline Has Been
Extended to November 23 to Respond to Applications for Permission to
use Spectrum in the 3.5 GHz Band in Departmental Service Areas |

The Ministry of
Communications reports that the deadline has been extended to November
23 to respond to applications received in the process of granting the
permits to which Resolution 1449 of June 23, 2006 refers. Said
Resolution adopts measures for rational and efficient use of spectrum
in the 3.5 GHz band in departmental service areas.

Brazil:
Anatel Extends Pubic Consultation on User Number
Portability Right |

The National Telecommunication Agency (Anatel)
has extended the period for Public Consultation No. 734, on the draft
General Portability Regulations. Requests for the extension were
submitted by the National Association of Cellular Operators (ACEL) and
Claro, and were approved today based on a deliberative meeting. The
period for submission of contributions using the electronic Public
Interactive Consultation Monitoring System (SACP) form, available via
the Agency’s Internet portal (www.anatel.gov.br),
was extended from October 23 to midnight, November 6, 2006.

NeuStar
(NYSE: NSR) is a leading provider of essential clearinghouse

NeuStar’s clearinghouse is a set of unique workflow and
transaction processing databases and systems
designed and maintained to ensure that data between and among SPs
retain their integrity. Through a
centralized suite of operations, SPs may share sensitive subscriber
information and originate and terminate
communications across different networks. With one connection to
NeuStar’s clearinghouse, an SP can
interconnect with one or many other SPs securely.
NeuStar manages the master number routing directory that allows
