Washington DC (United States of America), Tegucigalpa (Honduras), Port
of Spain (Trinidad and Tobago), Caracas (Bolivarian Republic of
Venezuela)
The
Inter-American Telecommunication Commission (CITEL), a specialized
entity of the Organization of American States (OAS),
and the United States Telecommunications Training Institute (USTTI)
will hold a Regional Dialogue on “Capabilities of Telecommunications
for Disaster Relief” on October 31, 2006. Taking into account the
importance of the subject, the World Bank through the Global
Development Learning Network is sponsoring the event.
The event is intended to encourage an exchange of views among
participants and improve the understanding of current activities and
challenges to develop emergency telecommunications capabilities and
services. This event may be followed by
webcast.
The specific objectives for the workshop
are:

Improve the understanding
of current activities to develop emergency telecommunications
capabilities and services.
-
Status of international Conventions
to facilitate the global circulation of radiocommunication equipment
in emergency and disaster relief situations and, in particular, the
Inter-American Conventions.
-
Examine and summarize the
critical legal, regulatory and policy aspects associated with
disaster relief.
-
Hear from experiences to
better understand the operational needs and constraints, in
particular, identifying areas where problems could have been avoided
through the existence of a more suitable ICT infrastructure.
-
Explain the roles of
all parties affected, such as
telecommunications service providers and equipment manufacturers as
well as government and private sector representatives of applied
sectors of broadcasting, remote sensing, Internet, Amateur Radio,
etc.
This is a unique
opportunity to identify priorities and address areas essential to
mobilizing the region to respond to the challenges of disaster relief.
