X Meeting of PCC.I

The X Meeting of this Committee will take place march 20 to 23, 2007 in Buenos Aires, Argentina. Among the subjects to be considered in the meeting we highlight:

  • Study of standards that are necessary for the smooth transition to Next Generation Networks (NGN) (NGN).

  • Issues relating to the convergence of existing networks in a way that maintains interoperability across the Region.

  • Study of network infrastructure required to support secure, high-performance, network based delivery of personalized services.

  • Studies on the economic aspects and tariff principles of the telecommunications systems.

  • Security aspects related to communication network development.

  • Recommendation of strategies and best practices for the appropriate deployment and provisioning of telecommunication services.

  • Analysis of strategies and best practices to detect and reduce fraud in the area of telecommunications.

  • Consideration of best practices and experiences of the region as regards attention to indigenous peoples and communities, people with disabilities and areas and groups with unattended needs.

Progress in protecting the rights of the users of public telecommunication services in Peru

In 2006, the wireless industry exceeded 2.7 billion users worldwide, a major milestone. But many people – at least 4 billion – lack access to a personal phone. People in most urban markets have multiple wireless-service providers to choose from, but vast rural areas in emerging markets still don’t have coverage. Bridging the “digital divide” has become a key priority for governments.

Venezuela now has Ministry for Telecommunications and Information Systems

The functions of the Ministry of Popular Power for Telecommunications and Information Systems include regulating, formulating, directing, orienting, planning, coordinating, supervising, and evaluating state policies, strategies, and guidelines on the promotion and development of the telecommunications, information technology, and mail service sectors, in coordination with the other government agencies.

Honduras: Calls to cellulars

As of February 25, one has to dial one extra digit to call cell phones.  You have to dial 3 before dialing the phone number of a cell phone whose number begins with 3.  You dial 9 before dialing the phone number of a cell phone whose number begins with 8 or 9. (CONATEL, 23 February 2007)
 

Brazil: Record-breaking figure of over 100 million mobile phones running

In January, 798,520 new authorizations for mobile phone access were issued and the record of 100 million cell phones operating in Brazil was broken. The first month of 2007, the year in which Anatel celebrates its tenth anniversary, closed with 100,717,141 subscribers to Personal Mobile Service (Serviço Móvel Pessoal—SMP), of which 81,154,090 (80.58%) used prepaid calling cards and 19,563,051 (19.42%) used post-paid arrangements. Brazil: Anatel publishes new regulations for rates of fixed telephony networks

The National Telecommunications Agency (Agência Nacional de Telecomunicações—Anatel) published today, in the Official Register of the Union (Diário Oficial da União—DOU, Section 1, page 58), Resolution No. 458, adopting new Regulations on Rates for use by networks providing switched fixed telephony service (Serviço Telefônico Fixo Comutado—STFC). The document provides the criteria for the rates of fixed telephony networks when interconnected to the networks of other telecommunication providers. (ANATEL, 13 February 2007)

Peru: Osiptel shall study adjustments to the telecommunications regulation model

The new President of the Supervisory Agency for Private-Sector Investment in Telecommunications (OSIPTEL), Guillermo Thornberry, pointed out that he shall study the possibility of making adjustments to the telecommunications regulatory model for the purpose of promoting sector investment and competitiveness. Peru: New chairmen of regulatory bodies are sworn in today

The regulatory bodies for private-sector investment in infrastructure (Osinerg, Sunass, Ositrán, and Osiptel) already have new chairmen. President Alan García shall hold the swearing-in ceremony today in the Presidential Palace for Juan Carlos Alfredo Dammert Lira (Osinerg), Guillermo Santiago Thornberry Villarán (Osiptel), Juan Carlos Zevallos Ugarte (Ositran), and José Salazar Barrantes (Sunass).
