WRC-07 finishes with excellent results for the Americas

The World Radiocommunication Conference 2007 (WRC-07) concluded its deliberations with the adoption of an international treaty to meet the global demand for radio-frequency spectrum. Over 2800 delegates representing 164 Member States and 104 Observers attended the four-week Conference, marked by intense negotiations on the future of wireless communications. Rapid technological developments and growth in the information and communication technology (ICT) sector have fuelled the demand for spectrum. The international treaty, known as Radio Regulations governing the use of the radio-frequency spectrum and satellite orbits were revised and updated by WRC-07 to achieve the global connectivity goals of the 21st Century.

CITEL submitted 468 inter-american proposals to the Conference and during the meeting, spokespersons were established to submit and to defend these proposals. Please click here for more specific details on the structure of CITEL at the Conference. During the Conference CITEL had 24 work meetings, circulated 76 updates of the status of the agenda items done by the excellent spokespersons and circulated 174 documents. During the Conference, new proposals by groups of countries were developed and submitted. In addition we had informal meetings between the regions on the more critical issues. Please find attached a summary of the excellent results obtained by CITEL regarding to the agenda items.

Chile: 95% of Chile’s rural areas will have internet and telephony by 2010 thanks to historic state investment

Work by SUBTEL in conjunction with the Ministries of Agriculture, Education, and Health, the Sernatur and Sercotec services, and the Foundation for Agricultural Innovation has made it possible to assign priority to the rural sites in greatest need of connectivity.   Those most benefited will be schools, accident and emergency centers, homes, small and medium-sized tourism businesses, and agriculture. Colombia: Public Consultation to Define Policy for the Identification of Radio Spectrum Bands for IMT

Colombia’s Ministry of Communications is reviewing the spectrum policy to be used to select from among candidate bands for International Mobile Telecommunication (IMT) systems. Brazil: Anatel Extends Public Consultation No. 833

The National Telecommunication Agency (Anatel) has extended Public Consultation No. 833, on the Draft Regulations on Channel Assignments and Conditions of Radiofrequency Use for Auxiliary Broadcasting and Related Services (SARC), Special Television Relay Regulations (RpTV), and Special Regulations on Closed Circuit Television Using Radio Link (CFTV). Peru: Number portability will be mandatory for mobile telephony operators

To promote competition to benefit mobile telephony users, the Ministry of Transportation and Communications today (MTC) ordered, in Supreme Decree 040-2007, published today in the official gazette El Peruano, that the implementation of number portability, i.e., the ability to change operators without losing assigned numbers, will be mandatory for public mobile telephony operators.  (Ministry of Transport and Communications, 18 November 2007)

Colombia: Computers for Education Launches Pilot for the Use of Donated Equipment

Tomorrow, in San Pedro municipality (Sucre), Computers for Education will launch a pilot project of the new M3R strategy (maintenance, recovery, replacement, and robotics), via which donated equipment will be given general maintenance, that not working will be collected and replaced, and educational robotics workshops for children and teachers will be begun using electronic parts of discarded equipment.  (Ministry of Communications, 16 November 2007)

Peru: Bid will be held for new band for wireless Internet

In accordance with plans to expand telecommunication services nationwide, the Ministry of Transportation and Communications will award a license for the 2 500-2 692 MHz radio spectrum band to develop broadband Internet and especially wireless (WiMAX) technology, announced Vice Minster of Communications Cayetana Aljovín Gazzani. Colombia: From 2008 to 2011, the Government Will Promote Broad Digital Territory Plan

Peru: Telecommunication infrastructure investment procedures will be streamlined

The Regulations to Law 29022, the Telecommunication Infrastructure Expansion Act, were published today in the official gazette El Peruano. The regulations adopted govern the special temporary regime that simplifies administrative procedures and promotes investment to promote telecommunication projects that contribute to general governmental efforts to provide public services and infrastructure nationwide. Brazil: Anatel Proposes Broadband to All Brazilian Municipalities

Today, at its 459th Meeting, the Governing Council of the National Telecommunication Agency (Anatel) decided to submit for public consultation the proposed amendments to the General Universalization Target Plan (PGMU) and the additional provision to the fixed telephony license contract.  The proposed amendments provide for the replacement of 8,461 backhaul Telecommunication Stations (PSTs) with broadband infrastructure in all Brazilian municipalities, which will benefit 3,570 municipalities without broadband.  The consultation will be open for contributions from November 8 to 19. Brazil: Anatel Marks its 10th Anniversary

The main telecommunication sector transformations since the launch of the National Telecommunication Agency (Anatel) ten years ago were commemorate yesterday morning, November 5, at a ceremony held at Anatel’s Cultural Venue.  In his remarks, President Ronaldo Mota Sardenberg recalled that the Agency’s action was directly linked to the sector’s progress in recent years. "The regulatory framework developed gained credibility and attracted capital and advanced technologies, which made possible giant leaps with telephony plant, information access, and provision of new and better services to society," he said.
