Preparation for the World Telecommunication Standardization Assembly of the International Telecommunication Union

During the XIII meeting of the Permanent Consultative Committee I: Telecommunications, that was held in Iguazú, Argentina, 40 Inter-American Proposals (IAP) for the World Telecommunication Standization Assembly (WTSA-08) of the International Telecommunication Union (ITU) were approved. The WTSA will take place in  Johannesburg, South Africa, October 21 to 30, 2008.

Interconnection is a central factor in determining market structure, viability of competitors and success of regulation programs. From the start of the telecommunications industry, interconnection has been vital in ensuring network connectivity, but in latter years this factor has become critical, due to the development of multiple communication technologies–such as Internet, mobile telephony, wireless networks, satellite systems – capable of interacting or converging with one another and which have at the same time permitted different competing companies to co-exist within the same market Interconnection.

IPv6 Migration

The major difference between IPv4 and IPv6 is the number of IP addresses. There are just over 4 billion IPv4 addresses. In contrast, there are over 16 billion-billion IPv6 addresses. The technical functioning of the Internet remains the same in both versions and it is likely that both versions will continue to operate simultaneously on networks well into the future. To date, most networks that use IPv6 support both IPv4 and IPv6 addresses in their networks.

Different cost scenarios to determine regulated prices in telecommunications

These costs are generally the compilation and analysis of financial historic data of operators, depending of the regulations that the authority of the country provides to the industry.

Brazil: International Non-Ionizing Radiation Workshop

An international workshop on International Non-Ionizing Radiation will take place in Rio de Janeiro, Brazil,  from 15 to 17 October 2008, organized by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). Such an event is traditionally organized every four years, close geographically and in time to the International Conference of IRPA (International Radiation Protection Association). The next IRPA Conference (IRPA12) will be in Buenos Aires, Argentina, from 19 to 24 October 2008. (ICNIRP, 29 August 2008)

Brazil: Anatel Launches Consultation on Broadband over Power Lines Systems

The National Telecommunications Agency (Anatel) on August 26 launched a public consultation on its draft Regulations on the Terms and Conditions for the Use of the Broadband over Power Line (BPL) Access System.  Anatel proposes that communications established via the BPL system, restricted to the power grid, may only be transmitted in the 1.705 kHz to 50 MHz band.  Additionally, the equipment comprising the BPL system must have a certificate issued or accepted by Anatel under the regulations in force, and satisfy the corresponding power grid-related provisions issued by the National Power Agency (Aneel).(ANATEL, 26 August 2008)

Venezuela: CONATEL Launches Public Consultation on the Draft General Telecommunication Services Contract Terms and Conditions

Pursuant to the Organic Telecommunications Law and Decree with the Rank, Value, and Force of an Governmental Organic Law, the National Telecommunication Commission (CONATEL) has launched a public consultation on the draft Administrative Order containing the General Telecommunication Service Contract Terms and Conditions. Venezuela: Communications Activity Increases by 24.6% and Continues to Make a Sustained Contribution to the Venezuelan Economic Growth

Preliminary Central Bank of Venezuela (BCV) data showed a 7.1% increase, at the end of second quarter 2008, in Venezuela’s Gross Domestic Product (GDP), in which the performance of the private non-petroleum sector accounted for 76.9% of total GDP.  To be noted was the variation in communications activity, which expanded by 24.6%. Brazil: Has Over 135 Million Mobile Lines

In July 2008, subscriptions were 16.47% higher than the 1,856,596 subscriptions recorded in July 2007.  This is the largest number of subscriptions recorded in that month in the past 10 years, bringing Brazil’s total number of Personal Mobile Service (SMP) subscribers to 135,330,980.  Of total accesses, 109,610,874 (80.99%) were prepaid, and 25,720,106 (19.01%) post-paid. Argentina: GOOGLE ARGENTINA SRL

On August 1, 2008  GOOGLE ARGENTINA SRL became an associate member of PCC.I.

Founded in 1998 by Larry Page and Sergey Brin, Stanford University doctoral students, today Google is one of the most important Web properties in all major world markets. The AdWords and AdSense businesses and customer service are managed from offices in Buenos Aires.

Google AdWords™ enables advertisers to reach users precisely when they are seeking their products or services and to gain visitors and segmented potential customers.  This online advertising program operates based on keywords that advertisers define so that potential customers can locate their advertisements.  The pay-per-click system also means that advertisers only pay when users click on their advertisements.  For its part, Google AdSense™ automatically publishes text, graphics, and video advertisements specifically related to the content of the site. 

From Buenos Aires, Google is also offering on the market the platform of Google Enterprise solutions, which include the Google Apps applications and Google Search Appliance and Google Mini company search devices.  These enable companies to use all Google’s search engine capacity within their corporate networks and public Internet sites.
 

United States of America: PANASONIC AVIONICS CORPORATION

On August 21, 2008 PANASONIC AVIONICS CORPORATION became an associate member of PCC.II.

Panasonic is introducing an advanced, satellite-based connectivity offering to augment its next-generation IFE system that will enable airlines to access Internet-based information and entertainment.  Panasonic eXConnect enables two-way connectivity that provides a wide range of applications useful to both the passengers and crew, such as Internet access, real-time video programming, use of personal electronic devices and operational applications that may be integrated into IFE and other aircraft systems.  eXConnect will operate in Ku-band frequencies allocated for aeronautical mobile-satellite service (AMSS) by the International Telecommunication Union.
