Status of bands over 1 GHz identified for third generation mobile services in Peru

 

To promote competition in the mobile services market the Ministry of Transportation and Communications has opened an invitation to bid for a contract to allow the inclusion of a new operator that provides this service on a national level.

For that matter, and through Ministry Resolution Number 453-2004-MTC/03.01, issued on June 22, 2004, the Ministry entrusted PROINVERSION (Agency for the Promotion of Private Investments) to conduct the bidding process and the approval for the selection of the operator.

Previously, Ministry Resolution Number 430-2004-MTC/03.01, issued on June 11, 2004, approved the changes to notes P55 and P58 of the National Frequency Allocation Plan that establishes:

“Bands 1710-1850 MHz and 1850-1990 MHz are attributed for public services for mobile and/or fixed telecommunications.  The grant of said concession and the allocation of the spectrum for the exploitation of said services will be through a public bidding process.”

“Bands 1990-2025 MHz, 2110 -2200 MHz y 2500-2690 MHz are reserved.  During such time, the Ministry will not make any new allocations in any of these bands.  When the reserve period for these frequency bands has ceased, the granting of the concession and the allocation of the spectrum will take place through a public bidding process, with the exception of cases such as mobile satellite services and fixed and/or mobile services that use high altitude platforms stations, in other words the case of global systems recognized by international treaty.”

“For frequencies allocated in the band between 2500 – 2690 MHz, no reserved status will be applied.  Therefore, the Ministry will establish the date in which the reserve for allocated frequencies will come into effect.”

On the other hand, through Vice-Ministry Resolution No. 094-2004-MTC/03, of June 18 of 2004, the allocation of bands 1710-1850 MHz and 1850-1990 MHz, were established in the following manner:

             BAND A: ( A: 1850 – 1865 MHz, paired with A’: 1930 – 1945 MHz}

             BAND B: ( B: 1870 – 1885 MHz, paired with B’: 1950 – 1965 MHz)

             BAND C: ( C: 1895 – 1910 MHz, paired with C’: 1975 – 1990 MHz)

             BAND D: { D: 1865 – 1870 MHz, paired with D’: 1945 – 1950 MHz}

             BAND E: { E: 1885 – 1890 MHz, paired with E’: 1965 – 1970 MHz}

             BAND F: { F: 1890 – 1895 MHz, paired with F’: 1970 – 1975 MHz}

             BAND from 1910 to 1930 MHz

 

The public bidding process entrusted to PROINVERSION  for the selection of the mobile services operator will be administered in the following manner:

Public service for personal communications National level The bidders will only be able to choose one of the following bands:

BAND A: (A: 1710 – 1725 MHz, paired with  A’: 1805 – 1820 MHz); or

BAND C: (C: 1895 – 1910 MHz, paired with C’: 1975 – 1990 MHz)
