Chapter Three, Article 4 of the Charter of the
Organization of American States provides that "all American States that ratify the
present Charter are members of the Organization". This procedure has remained
unchanged since the OAS Charter was drawn up at the Ninth International Conference of
American States (Bogota, Colombia, March 20-May 2, 1948) when 21 states participated.
At present, 35 American States have ratified the Charter and are Member States of the
OAS and, thus, members of CITEL.
